dozens of times over past weeks I click "create giveaway" after filling everything out, every single time - "Error [e700] - Retry in few minutes"

I noticed it let me do this with a key I got off fanatical ...

but I can't do it w/ unrevealed guaranteed keys I got as summer rewards from indiegala purchases - why is that?

I had a problem like that once, but don't remember the specific error code, so this may not be relevant to your case.

Anyway, I was trying to give away the game "Verdict Guilty - 유죄 평결" (that Korean writing is in the official Steam title of the game). So I copied and pasted the full title of the game from Steam into the Giveaway description box - including the Korean - and kept getting some vague error message that didn't really say what the problem was. Through trial and error, turns out it was just because of the Korean characters. It didn't like them for some reason. As soon as I deleted them, the Giveaway went through.

TLDR: Check that your description doesn't include any unusual characters. If it does, delete/replace them and try again.

EDIT: Ignore all that! I'll leave it here in case it helps anyone out in the future. But I don't think that's the problem. I also just tried to give away one of my IndieGala summer bonus games as a test and got the same error as you.
