Every few hours to once a day he restocks the keys in that steam post. Keep it in an open tab and keep refreshing every now and then. With some luck on timing, you'll claim those you miss
I think he is just posting them when they change, not necessarily a bad thing since many miss the timing but most of them get claimed very fast so 90%+ they will be used
