Well, you believe mostly correctly, if I read you right - there is no way to check the key without attempting to activate it. However if you already have the game or the key is a DLC for a game you don't own, then the key is still as good as new.
I recently did some comparisons on how Steam reacts when you try to activate a key if you're interested: Winnable Games in Feudalife

The clue wasn't clear, I thought that the port could be the answer and that is: it was just luck. It should be still available since I already have it on my library (whether no one has already activated it)
