I don't think Indiegala has that feature. You can take a risk: what I've done when I accidentally win a game I already own is give the original giver a positive and then put it back up for giveaway myself. Keep in mind the chance that you could get a negative review for someone else's scam, but I don't think Orwell is one people tend to use for scams.
