some giveaways rejected entrance

I am currently level 5,it happend occasionally in the past that I couldn't enter giveaways that I am qualified for,be it level 4 or 5,all claiming that my level is too low.Today this issue happened again,some level 4 or 5 giveaways rejected my entrance.
I would like to know the reason for this problem,and if there's any possible solution.

Instead of paying attention to the level of the giveaway, pay attention to the user name giving the game away. You are probably on their blacklist. There are a limited number of blacklist slots that a user can have, many people save them for higher level user accounts.
If you believe you've been black listed, you could try contacting them through steam and ask them to undo their black listing. Chances are, they believe they have good reason and your only recourse is to blacklist them back in return.

Now I get it,thanks for the explanation.Even if I do have access to these giveaways,it doesn't mean that I am gonna win the keys anyway.Won't bother blacklisting others cause whoever gets my roll out doesn't matter,I just want to level up.
