Do I have to get to level one to be able to blacklist someone? The winner of my 2nd ever giveaway hasn't provided feedback, yet they've created their own giveaway for the same game, so of course I'd rather they don't have a chance to win anything else.

As a level 1, I can tell you that the blacklist isn't available at all, another feature broken by their current redesign. Hopefully it will be re-implemented again before too long.
I also think there really should be a rule that non-guaranteed keys cannot be put into a new giveaway. In your case, the new
owner of your key has created a
giveaway with no idea if the key they are giving is even legit. By allowing people to re-give non-guaranteed keys, it allows alt hordes to take advantage of the fact that legit users don't want to give away bad keys. They can swarm a giveaway, dramatically increasing their odds of winning with at least one of their alts. They then can feel safe giving away the key, because either you were legit and their alt now looks more legit, or you were illegit and it makes their alt look illegit (an alt they can discard at any time). Additionally, even if you were illegit, it doesn't matter to them if one alt gets negative rep, because they can chance winning it from themselves again, thereby increasing the rep of multiple alts off of the goodwill of one user.
It discourages legit users of posting giveaways, and could be solved by simply checking if a key uploaded from a user for a giveaway was, won from another giveaway they participated in, a trivial task (load wise) for a server like this. Now it doesn't solve the bot/alt horde issue, but that requires a different solution that is beyond the scope of this.
As an aside though, I will say that
giveaway has six days left on it, and you are guaranteed feedback within three days. If you wanted to be nefarious, you could create a new giveaway that ends before theirs with the same key. You could benefit twice off one key, and they couldn't say whether the key you gave them was legit or not, because they didn't redeem it and instead tried to give it away for rep. This does make me think they are not a bot or alt that is part of some greater plan though, because I couldn't see someone thinking all that through, but letting themselves be put in a lose-lose by you still. Overall, it is just another reason people shouldn't be allowed to re-give non-guaranteed keys though.
