I am having the same issue, just tried making a purchase and receive the same message below. I thought it was a browser issue and get the same message using Chrome or Firefox.

Could you try another payment method? We implemented new measures to combat the Cashapp leak, which may be affecting legitimate users, but usually a different payment method works.

I found this thread because I'm having the same issue trying to buy the Destiny 2 legacy collection and Witch Queen expansion. Everytime I click on the Paypal link it kicks be back to the front store page with this error. I feel that it might be because I haven't logged into my account in such a long time but any help would be appreciated.
