ok than If I activate a key and it says that I already own the game will the key work if I gave it to a friend who doesn't own the game?
Yes, unless it was a duplicate key from the start, because if you own a game and you try activating another key for it, that you KNOW is already used, steam will still just tell you you already own that game, without letting you know that the key is already in use.

so when I get a massage that says "duplicate key" it means the key won't ever work

To make sure you understand it. If it says "This key/game has already been claimed by another account"(not sure exact error), then you won the "I didn't get even crap" lottery(with highly improved odds.), discard key. If it says "This game is already in your account" it can mean one of two things.

1. If you have never tried the key before, you have a spare game key you can give the game away with how ever you please. You can know what game it's for if you do it within the Steam client because Steam will offer to install it. (not sure what happens if already installed)

2. If you already used this key and forgot or lost track, it's a used (by you) key, you just don't know it. The error is the same either way. So be carefully organized when claiming keys, I middle click the key button so it loads in a new tab and thoroughly deal with each key as I claim it.

If you mess up and really need to know which it is, you can determine when you got a game key by opening the screen for game support, it will tell you there when you added the game to your library.

3. The key was used before you. Steam doesn't actually differentiate between a key that you used and a key that someone else used. All that matters to Steam at that point is that you already have the game, so it can't try to activate the key.

It works like this, not sure what these two are talking about, probably some massive misunderstanding. But I am 100% sure of what I am saying having done this for challenge for months now and tested various things.

If another account had claimed a key already, Steam tells you in certain terms.

If you had claimed and used up a key already, it gives you the same message as if you owned the game but a key is still good. A message different from another account having claimed X key already.

If you still doubt me, test it yourself. Use a game key and get a new game, now use that key again, observe the error message. Now pay attention to the error message you get when you win a game you already had so you can give it away, notice how they are the same error message.

I recommend reading my recent posts. Again if you don't know who to believe, test it for yourself. This is very testable. You don't need to take my word for it, or theirs. If you do just take their word for it, you can end up missing out on games to give away.

Since the challenges are down currently and I had some time anyway, here are some examples of Steam reacting to various keys, screenshots include messages that Steam shows in browser and in client:
  1. An already used key for Shattered Haven, which I don't own. The key was won in Gameplay Giveaway.Screenshot (1576)c.png
  2. An already used key for "Men of War: Red Tide" that I won last year. It originally gave the same message as shown in #1, but I won a working key for that game since then, so now it only tells me that I already own it and offers to install it after I click "FINISH".Screenshot (1577)c.png

  4. And just for comparison - an unused key for a game that I already own. (I recently bought this key for a friend, but haven't given it to them yet.)Screenshot (1579)c.png
As we can see in screenshots #2, #3 and #4, if you already have the game, there is no difference between a key that somebody else used, a key that you used, and an unused key. In that scenario Steam only tells that you already have the product. Just like I said in my previous post here.

EDIT: A question about DLC keys came up, so we tested how Steam responds to them as well.
