Hmm ... I think you're right, because, but since many games are banned and sites in my country, I think this was one of them. (from those games that are prohibited)
but shows me that the key is already activated) or is it possible to somehow bypass?

i got two keys for this game one after the other. one is this one, the other one was good.
EDIT: turns out the other key was for "hacker evolution duality". i'm pretty sure steam said "necrovision comp", but it later informed me it failed to install the file (or failed with the request, i don't know, something among those lines).

It would be nice to at least get the galasilver back, or the malus removed whenever there is a duplicate...

It's impossible for them to check this : imagine you win a key and give it to a friend who redeems it, then come back to IG and say "i had a dupe, that's what it says when i redeem it, you can check".
