I don't debate anything you posted above, but my comment at the end was trying to say that level is really pointless. Very rarely anymore do we see any "great games" on SG at any level above the lowest, because they're being posted as a promotional advertisement or because the giver doesn't care who wins it.
The russians you mentioned? They made their own private groups with maybe <24 members, giving good games only to each other, reaching max level, and leeching for the rest of their days. There is no balance on the site, unless you bow down to group taskmasters. I prefer a scorched earth approach - no groups, no levels, battle royale style... if you're gonna give, you give without constraints (except regional restriction, that should obviously stay thanks to valve and publisher locks). That's what most places do because it requires no policing. But hey, maybe you can start a new website? Make it happen.
Edit: I think why certain FL titles over others was due to numbers. Search to see how many were created and that frequency probably determined which, and maybe by extension, the date
Edit 2: I can't find it but there were rules to why certain monthlies discounted and not others. It had to do with how deep a discount it represented when compared to the entire bundle. In other words, something like bundle cost / number of games, then taking that average and comparing it to the 90% of the actual game. Many expensive ones were above that limit, so did not get added to bundled. This all changed with subscriptions and coupons destroying the bottom line and from some point on every monthly + choice = bundled
