I see some confusion / misstatements about SG so allow me to clarify.
SG's account value rule only counts games that have not been bundled or given away toward the 100$. The thinking is that if someone spent 100$ on their account, they are not a bot. Of course this is not perfect and is sidestepped.
Regarding loss of CV:
Since so many people have been giving away FL keys and leveling up for it, it's no surprise they have or may soon nuke the values. Is it annoying to see your carefully researched giveaway become worthless value later? Yes, but at the same time, you would probably be very upset to see your never-bundled premium giveaway game be won by a user that leveled on nothing but free FL keys to reach yours. It's the same thing.
Last comment: Level is a good way to avoid the complaint posted before about unactivated wins or nonresponsive. Making GA's at lv1+ cuts a lot of bots, and 3+ is probably safest. Regarding levels, there's very little reward at for reaching high ones. Only a very, very small number of giveaways are made at high level, and most of the best ones are in groups that don't require them. But, groups have a lot of convoluted rules you have to keep up with like monthly giveaways, not counting bundled games, not counting games below a certain price, making sure you've played every single thing you've ever won (achievements %), and ratio (you have to give more or equal to what you get). It's a lot of work and headache, so your have to choose wisely.

- Bundled games give 15% value from the retroactive date.
- Free (large, guaranteed) giveaway games give ZERO CV from the retroactive date
- Very deeply discounted games (like >90%) are added to bundle lists too. (People abused CV values during limited-time sales)
- Every copy past 5 gets 10% less CV credit to prevent leveling off of only one game
- CV is pulled from steam API. Meaning, if a game base price changes to free or permanently drops later, so does your CV regardless of what you paid for it. This was accepted to prevent people from leveling to max and never needing to give away again

I agree with most of what you said but Steamgifts' bundle/freebie list is a sham. There are obvious mistakes and they have a huge, years old backlog on user reports on bundle/freebie status. There are terrible mistakes like games that were in plain old bundles on well known sites still giving full CV. For example Hitman: Blood Money was in a regular Humble bundle in 2014 or so. All other Hitman titles are reduced value but this one for some weird reason still counts as unbundled. Because of this many people spend their money to buy it at 90% off to level up on SG. Maybe at some point SG staff will wake up and set it to bundled. That will probably piss quite a lot of people off.
And when it gets to murkier sources it gets way worse. For example the zero-CV dates for these Feudalife games are all over the place. Ethan: Meteor Hunter's 0 CV date is for example 2021-07-22. Cargo!'s is 2020-11-01. Mata Hari's is 2019-01-01. These dates are totally random, have nothing to do with when Feudalife Challenges started or when these games were added as drops. And why did they set like 5 random Feudalife games to zero CV but not the rest? The list of available drops is easily available on the net.
And let's not even get on the topic of straight to Russian keyshop titles. There are asset flip / shovelware games with ridiculous 10 to 50 dollar Steam retail prices that are sold in keyshops for 10 cents from the start. Some of these were put on the zero CV list, some on the reduced CV list with apparently no consistency. The dates are all wrong, too. Often set weeks too late. There are people on SG who built high level accounts almost exclusively on these sources. It would be extremely easy to just check in the SG archive when the flood of giveaways started for such games but for some reasons mods don't do it so if you are quick and make GAs with such shovelware keys right after they drop you have a very good chance of getting away with it.

I don't debate anything you posted above, but my comment at the end was trying to say that level is really pointless. Very rarely anymore do we see any "great games" on SG at any level above the lowest, because they're being posted as a promotional advertisement or because the giver doesn't care who wins it.
The russians you mentioned? They made their own private groups with maybe <24 members, giving good games only to each other, reaching max level, and leeching for the rest of their days. There is no balance on the site, unless you bow down to group taskmasters. I prefer a scorched earth approach - no groups, no levels, battle royale style... if you're gonna give, you give without constraints (except regional restriction, that should obviously stay thanks to valve and publisher locks). That's what most places do because it requires no policing. But hey, maybe you can start a new website? Make it happen.
Edit: I think why certain FL titles over others was due to numbers. Search to see how many were created and that frequency probably determined which, and maybe by extension, the date
Edit 2: I can't find it but there were rules to why certain monthlies discounted and not others. It had to do with how deep a discount it represented when compared to the entire bundle. In other words, something like bundle cost / number of games, then taking that average and comparing it to the 90% of the actual game. Many expensive ones were above that limit, so did not get added to bundled. This all changed with subscriptions and coupons destroying the bottom line and from some point on every monthly + choice = bundled

I think that's mainly for Pick&Mix bundles, not the normal ones. Also if that method was used on normal bundles then it would be the cheaper titles that wouldn't get reduced CV even though the real value of the bundle is obviously in the headliners. So it would be a bit backwards.
I'm also not sure about the 90% off cutoff. There are tons of games that regularly get 90% off discounts and still count as unbundled. Probably 95% off is more like it but even there I could list quite many games that are unbundled despite hitting 95% off often. (For example lots of RPGMaker games.)

I very much doubt that. Blood Knights is one of the most common drops for sure, but Ethan, Cargo! and Windforge are more like in the medium tier. I think they just reached an old user ticket in their backlog that happened to have these games mentioned. Though Ethan doesn't fit this theory either as for that one they set the zero CV date to this summer even though they haven't gotten to the 2021 summer tickets yet (if they go chronologically).
