If your looking for something close to Hot Pursuit remastered, best suggestions I have is NFS The Run - hands down, but it'll cost you around the price of Forza and its only going to go up...my other suggestuons would be NFS Payback or Grid 2...but considering your dislike of autosport I couldn't say on Grid 2.I tried Dirt Rally, it seems better than Dirt 4, but I wanted something more arcadey that allowed me to drive recklessly like NFS Hot Pursuit Remastered. Dirt 4 uses procedurally generated rally stages. Each one is basically left curve, right curve, left curve, right curve, etc. It felt very samey after a while to me. It has racetracks too that aren't procedurally generated but I wanted something more arcadey.
I was on the same hunt when I came here and thats how I ended up with ALL these racing games, closest I found was NFS The Run on origin, take it from someone who went on the same exact search.

I should add that absolutely nothing will scratch the itch Hot Pursuit did...and I mean nothing, at least nothing I've found and I own almost every racing game from indie to triple A. If you come across anything that does let me know...but The Run is damn good, all arcade, and the only other one to really drag me in besides Colin McRae Dirt 2.
The only two I haven't really tried yet are the two I grabbed today, NFS Shift and Shift 2 Unleashed...and both of those are delisted as well and run about $20
The biggest difference with the other games is you won't be able to select a course, your on a set path, especially in the run...but its far better than open world.
I don't know which bumbling idiot thought people wanted to GTA around town to pick a course...but I hate it, with a passion.
