Reviewers have judged the quality of an open world based on whether there are interesting ways for the player to interact with the broader level when they ignore their main objectiveyou're contradicting yourself...the plot is thin but there is..."go there to there" until you solve the mystery, and you must explore the map to achieve this.
In this game you can: 1. walk. 2. read notes. So even judging by your link, this is a very, very, very bad open-world
No. Precisely because the gameplay of this "open-world" is a completely different... game conceptyou're contradicting yourself...

Walking simulator - Wikipedia
Yes, but for this they do not need to take real events and mix them with flying saucers and secret experiments.many games are like that
In a general sense, the open world offers many activities and (as far as possible) does not limit the player in the sequence of actions and opportunities to perform these activities. if all you have to do is walk and read, then it's not much activity, it's just a slightly non-linear walking simulator. For example, this is an open world: A Short Hike on Steam and this is not: Gone Home on Steam but in Steam games has both tags. You just don't need to pay attention to all kinds of fools.
