Its Indiegala, nothing that doesn't involve the store is enforced, its a matter of respect to your fellow users and the longevity of the forums themselves...the only other time bans or blocks are actually enforced is automated things the system catches (VPN etc.) or when enough users report the same issue a single user is causing to be considered a big enough problem to the community as a whole, and even thats rare.

The owners has said this (in different words)

They do not interfere with the user area of the site since they don't believe in restricting the freedom that people should be allowed to enjoy in a social environment.on the internet...or something along those lines.

Basically they don't believe in moderation and they seem to have even prevented staff members from engaging with the general community on those accounts to avoid any chance that they would abuse the power those accounrs have.

One of the few times I have seen the staff take immediately action is when an account was caught with administrator access in the forums trolling...it was terminated almost instantly.
