That is true. And it goes even further than that.Retail version or free to play?
You can activate retail version if you remove this f2p. (In your Steam "account details" close to wallet balance is "View licenses and product key activations". There you can find that some games have status "Complimentary" and "Remove" button. Delete f2p version and activate retail. And it is done!)
I have tried it with Sang-froid and it worked.
(1) I first installed Crusader Kings II, f2p.
(2) Then activated the key for the DLC "Expansion - Crusader Kings II: The Old Gods".
(3) And later de-installed Crusader Kings II. And the DLC is still there.
(4) Now hoping for a Crusader Kings II, retail.
