That is true. And it goes even further than that.
(1) I first installed Crusader Kings II, f2p.
(2) Then activated the key for the DLC "Expansion - Crusader Kings II: The Old Gods".
(3) And later de-installed Crusader Kings II. And the DLC is still there.
(4) Now hoping for a Crusader Kings II, retail. :)

Do you mean keys won in the challenges are duplicate. Or keys in the giveaways from Indiegala (the guaranteed keys). Or all keys on this site?
But it is a bummer all the same. :(

you can win duplicate keys in giveaways challenge, but according to most members the ratio of dupes is low...it can happen that some guaranteed keys are dupes but in this case you can ask for a replacement key from support
