hey you. no, you're not missing anything, there was maintenance going on last week for the site and everything is acting funny now. As for your "used" Steam key, you did everything correctly, this happens sometimes - there are duplicate keys and IG has no way of knowing which ones are bad before someone tries to activate them (this is only applicaable to the giveaway, never had any problems with the Store). So conclusion, you just got really unlucky that your first key was a duplicate and that the second one did not arrive. You could try to contact support with the duplicate, they usually replace it - just send them the key and say it's a dupe and they'll probably help you
