It should be
technically possible, but I think it's extremely difficult and would require superb reflexes for a human to do.
In the fastest watering run I had with 15 malus, the last plant matured at 40.9 seconds, while the timer ran out in 40.5 seconds. The run went about as perfectly as I could do it - no missed pours and pretty good travel between the pairs of bean plants. I took my recording and counted every frame where I travel between plants for more than three frames (see second link in my signature for details on where I got three frames from), and ended up with a generous 1.75 seconds of wasted movement.
So, if you manage to only spend 3-4 frames on turning between plants
every time, and the game runs flawlessly with no dropped frames to confuse matters, it should be doable with 15 malus. All you need is do frame-perfect moves
48 times in a row.
