Lol. He has created those 3 previously reported by me for not working 103 IC giveaway ( mtdm, mdvc, mtdv ). Each of them has now 20-30k points from few GAs not picked up in time by winners (and 3-4 negatives). So now he creates at least one more, with so creative name as mdvm, to have even more scamming alts.

Well, that's not quite correct as this user is level 2 and has created at least 27 giveaways which have been marked positive with no negative feedback as of yet.

Perhaps. It is possible for that to happen. I do tend to be a bit more suspect when obviously fake giveaways are made and there isn't a user listed to get any information to determine how long the account has been active.

Only started CREATING giveaways since the most recent issues with the Giveaways system have started and just these four should be enough to advance from zero to lvl 2 by the end of a default giveaway XP award period of 3 days.
As you can see, the user has no linked Steam account. even so, it requires effort and intentional trickery to remove the IG identity from the giveaway details, probably to avoid anyone being able to report him. If the Steam lvl 5 restriction existed, this person would not be able to create giveaways without linking to a functional steam account.

This happens all the time. The higher ones I try to keep away but I was off a couple days (had surgery) Basically they offer high level DLC items and since the winner doesn't have the base game they can't say it is bad. In a perfect world people wouldn't enter Giveaways for things they can't use but doesn't really work that way.

This is direct evidence of how even higher IG levels can be infested with fraudsters, scammers and other disreputable people and one of the reasons why I'm more and more reluctant to even create any giveaways, which (if everyone shares this sentiment) will eventually result in the giveaways section being nothing but a giant scam.

Why won't IG implement the Steam lvl 5 requirement? It is one of the basic eligibility requirements to even participate at Steamgifts and HumbleBundle and a few other places, andwould eliminate 99% of the fraud this site is rife with. it's really NOT appropriate to address this through customer support email to IG official reps.

well there are a lot of things that could be done to solve the problem As a mod I don't have the ability It would have to be the site programmers. I always make suggestions and they try on some of them. Personaly i think they should change the ban rule to a wipe rule and Let me have the power to do it. You break the rules Don't care if your lvl 50 and given away a million giveaways you get wiped back to lvl 0 and none on your record. I mean I would contact them and remove them once or twice but I remove the same people just about every time. The same people glitch the site every time. On a better note though IF someone does have multiple accounts and we catch it they will check ip's and ban all those. But this isn't a website where they are making a ton of money. So we can't expect them to have the same tech google has either.

who's talking about Google? Steamgifts is, at most, ad and donation supported, so they're not running with anything near Google levels of money and they still have those (STRICT) eligibility rules in place.

What is with all the giveaways from a user named Bovine Hitler? They are all of the same game that is 103 coins to enter. In fact there are ton of giveaways for this particular game.

There's a problem with IG's system that allows for a few games to have stupid high coin values (and as a result high point values) for games that shouldn't be anywhere near the level of value listed. Memoria is one of those games and has been exploited for a little while now. IG support apparently doesn't intend to do anything about it.
