Not true. I have activated keys for games that are unavailable in my country. The key has its own region settings, and aren't always the same as the game's.
They aren't against the rules. The rules only exist in their head, based on supposed conversations with a mod that didn't complete their conversation, doesn't know the rules, doesn't make the rules, and doesn't write the rules on the website, which is the only source of the rules.

Also, because of the sequential numbers of these giveaways, I HIGHLY suspect that these 4 accounts are all controlled by the same person.
This is wrong - I have already activated some keys which are not available in my country. Some work, so these keys might have a value for some, as I wrote. There is - among others - a difference between region restricted keys and games not available in your country.
Sometime those block are removed so you can activate them but it's extremely rare and the thing you need to take in consideration is the official statement, if they are reported as blocked you need to tell people of that region that they can not activate them.
