Same person with other games. Interestingly enough all the games this person is giving away were given away free from Humble Bundle in the last year. Not that it really matters for some that were free months or even a year ago as they could have been purchased in the meantime. Sins of a Solar Empire Rebellion though was given away 2 weeks ago.

Search results say there's 123 giveaways of this free game posted right now. Some are duplicates posted by the same user.
How does this happen? I thought Humble enforced a minimum SteamID level requirement to participate in their giveaways.
I'm not aware of that being a requirement but that doesn't mean that it doesn't exist. I've just never seen that anywhere. Regardless, I remember this particular game was free if you signed up for the Humble Bundle marketing emails.

Neither am I, but even if then makes me wonder how high is it. Getting lvl 5 on steam requires only a liitle bit of attention, and getting lvl 10 not much more.

Yes, but doing that across dozens or hundreds of accounts would be time consuming and possibly expensive depending on what it takes to get to a certain steam level.
I've actually seen a site that required a linked and public steam level 5 for many things, and i've seen more that prohibited things with a "limited" steam account (which, I believe, is one that hasn't made any purchases regardless of whether they have non-free or non-f2p games in their inventory). it would be relatively easy to build a bot with a modest non-free inventory just through sites like IG

This makes for a pretty compelling argument that a linked Steam account should be MANDATORY for participation in giveaways.
