Its the only way I was ever able to really code in Turbo C++ 3.0.
I actually had a shell of a DOS 16 bit Windows styled OS I made in it with custom mouse cursors and stuff...nothing could run it except that.
For the record, I still have an XP machine, it wasn't my code (although the code is SUPER sensitive) and crashed TC++ utterly if you screwed up lol.

Short answer yes.
If you have Windows 7 Pro or better (maybe even vista pro or better), it'll run anything XP would.
Fair warning though...if I remember right, its much more resource intensive than something like DOSBOX...I don't remember everyones computers but I know laptops were mentioned, I'm honestly not sure how good that would run.
Its bee awhile since I used it...I did for coding ad now you can't run it either without something like that--defeats the purpose.

and for myself just want to run some old MIDI software from the 90's like this one :
(imagine that it can process as template yamaha music style files, and i have at lest 20 000 of them)

In this case I don't even see it as a dik move, you buy a card then you wanted the card...but the value must drop with so many being put up if its steam cards.
i'd never say never, but saying that maybe only your grandgrandsons/daughters will play them is more accurate XDI have over 250 free games on Epic and only played 4 of them : what remains of Edith Finch , Subnautica , In Sound mind and Amnesia Rebirth

I really don't think this one is worth it , for just 2 $ more you can get Resident evil 4 or 5 rn on Indiegala .
