I wouldn't risk getting banned over a few hundred XP. It also encourages others to think it's ok to give away free games, as it looks like you're doing, even if you're not.
based on what I've seen on here, once a game is on the prohibited list, it's there for good. I was holding it because I've been a bit ticked off by the seeming randomness of the awarded XP, but the giveaway threw a wrench into things.
giveaways on other sites are...problematic.
reddit is a cesspool and fairly overrun by bots, so a giveaway with nothing to show for it at all isn't appealing to me.
I know steamgifts exists, but I haven't honestly looked into its system at all.
so it was either try to get rid of it now or have it sit in my list on another site literally forever. I'd rather SOMEONE got some playtime out of it.
anyway, as far as I know, you only get banned for giving a BAD (non-working, used, fake, etc) key, not for giving a prohibited key...which it wasn't at the time of creation, so it's a moot point.
