No, we won't. If you don't have the base game, then steam won't let you to register the DLC - and even more, it won't say what kind of DLC you're trying to install.
So, unless you have the base game (a pricy 50$ one) AND unless you win the giveaway then there will be no chance to know "for sure"
But we don't need always to have a direct evidence, there is always something like circumstantial evidence. And from the history of his giveaways, we can draw only one conclusion - the guy is always posting fake, different, expensive DLCs. Why DLCs, not the base games? Well, that's exactly why - because it's close to impossible to verify them. If he'd posted an expensive game, then it would be very easy to verify it by the winner (with high risk of getting the negative). With DLCs it's much much harder. I wonder how many naively pure winners are thinking they got lucky and have the key for that precious season pass of the game they intend to buy if only some kind of sale comes...
Besides, I think there is a rule now stating that the poster need to have the base game in his library first - how about we finally enforce it?
Because if not... you don't think that he'll stop it doing by himself, do you?
