... and such aim is impossible to achieve, as there always will be free key hoarders for any reason (to sell or exchange them later). No gain for lvl up would only cut such free giveaways numbers - my proposal for 50 xp isn't very generous either, but I'm inclining to give them for pure... trouble? of getting and posting such key here at all.

Anyway, I have something more interesting here :)
Pay attention to the following users: unit, jeeda, 258, wyyx, Amy, ooc, amc, amcom, famc, ofile and finally ndieg
If you check their profile, you'll see that all of them (except ndieg) are on lvl 5, but their giveaways number is extremely low. For some it's only 2 giveaways - with 1 negative feedback. This means, they'd have to post 2 giveaways, worth averagely 400 IC each - which is a mindblowing number.
But that's not all.
Here is some interesting lists of how participants were added to one giveaway (an extra odds one). Check the following pages:

Maybe our moderation would be so kind and check this case thoroughly?

well it doesn't actualy work that way. I am not saying they aren't multiple accounts .. but for an example i have given away 259 games ..But when you give away a "guaranteed giveaway" Meaning ones you recieved from indiegala it doesn't show as a + and most of the ones i have done were of course bundles purched through Indiegala. so I think I have what ? a +18 ?

Ok, that's really new for me. I never knew that guaranteed giveaways don't give you an extra points (which is an utterly stupid idea btw)
Still, that doesn't change anything.
First of all, I really do notice you (and some other users) being an active donor here. And you probably know the best how much you need to be an active one to get lvl 5 by giving away guaranteed, often low IC worth, games.
And second - it's not that I've found these accounts yesterday. Few of them were already in my blacklist - that means they had to earned it by doing something outrageous before. Here is the proof:

a question. You post this game Call of Bitcoin.

I don't use all this websites with mini jobs, Facebook likes ... to get free keys. I hate to waste time with this kind of jobs. All my keys are paid with real money. In the shop I can buy copies of Call of Bitcoin. How should I know, that it's not allowed to build a giveaway of Call of Bitcoin and that some website give it for free?

You claim to not have time for these websites but you have time to scour a forum that's 42 pages long (at the moment) to find a post about your freebies from 11 days ago. BTW, your Steam profile shows that your are a member of a bunch of freebie game site groups including GiveAway.su which coincidentally was the site listed as giving away the Call of Bitcoin game that you mentioned.

Yes I am member of some groups to use group-giveaways on Steamgifts. Before 2 years I used some of this websites. People continue to evolve - a giveway should be really free without minijobs. I don't like to use facebook and Co or to register me on all this website to get a 5 Cent game (and wasting maybe 15 minutes to do the jobs, if I go to work I earn in this time more money, if I go out of my home an collect empty beer bottles, I earn more money in this time. Lifetime is short and I dont waste my lifetime to get a 5 Cent game for free). Since longer time I don't use this kind of websites. Now is it more comfortable to buy keys. The games costs 3 to 5 cents.

Next: I don't reading all the 42 websites and yes sometime people have (free) time to do things (do you know how slow the perfomance of IG is?). That don't means that I have time or want to check every day the web for (new) websites which give games for free or not. I asked for a comfortbale user-friendly solution.

I don't want use these websites. A freebie should be free. No minjobs, no personal datas. I don't know each website or new website and no I don't want to start a daily recherche. It should be handled by IG (blacklisting game or zero points). The giveaway-section is a crosspromotion for IG to get visitors for the shop.

I don't checked the forum (to much impractical, to slow performance). If should be listed here a giveway from me, I dont' know it. The question to Call of Bitcoin is only a sample game, I can buy this time a copie for 5 Cent from a distributor. Your comment is only an assumption. I actually looked in the forum, why the number of Giveaways this time is so low. It is sad that I have to justify myself, to ask a simple question to handle the rules comfortable.

ok I didn't read all of that .. life is too short. but short answer is when it is free it isn't allowed .. hold onto it for awhile. They eventually come off the Banned list. Well most do .. Ones that are extremely glitched given never do. The whole point of the give away website is to give away games .. If say giveaway.up (not a real site I don't think) is giving away a free game everyone that comes here can go there also thus making more of an annoyance than an actual giveaway. And since you can gain something from here (be it levels and not a valued item) then to me it seems like instead of doing things properly you are trying to cheat the system. You may be that one in 1,000 people that are not but becaus eof the 999 we will still look at you the same. sorry .

Me either or more so I didn't care to read any of that nonsense. When you have to write that much to make a point then your point is likely not valid. I agree that these websites slinging crap games can make it difficult to determine whether the giveaway is legit or not. But then again, all of these people breaking the rules claim they haven't done anything wrong or didn't know about these freebie sites.
